Phenomena concerning organizational authoritarianism: a critical view of Guerreiro Ramos on autocratic organization

Resumo: | A clearly controversial issue appearing in some enterprises of the public sector, particularly in State enterprises, is related to the problem of authoritarianism or, rather, in the "authoritarian administrative philosophy" pervading said organizations. Although the country be politically beyond the dark stage of "exception" (military dictatorship), displaying its perfect capacity for adaptation to the noblest of democratic principles, the process was not pursued adequately by a lot of organizations belonging to the public sector. A rancid tinge of the authoritarianism is still to be perceived in the administrative frameworks of these enterprises, persisting as a clear factor of trouble and of generalized dissatisfaction for the personnel of such organizations. This article intends to redeem the idea Professor Guerreiro Ramos had of the serious phenomenon we call "organizational authoritarianism”. It is, nevertheless, a contribution of the author the adaptation of this view of Guerreiro to the problem of "administrative authoritarianism”, detectable in some public sector enterprises. Guerreiro's analysis enables us to visualize, in depth, the universe of organizational malfunctions emanating from authoritarianism, such as the multifarious forms of alienation among the functionaries, the problem of aversion to change, the destruction of channels of information (absence of feedback), outdating of the enterprise, loss of competitivity, it all climaxing in the "business failure" of the entity. All the enumerated elements make us capable of adopting a critical and much more "substantive" stand, as concerns problems pervading public organizations in Brazil, and much more certain of the urgent necessity of a re-orientation of posture, in the managerial segment of such enterprises. |
