Historical aspects of the financing of Brazilian public education: the “autocratic democratization”

Resumo: | This article presents an historical analysis of the financing of basic education in Brazil, from the colonial period until after the 1988 federal constitution. For that purpose, the main laws that deal with the issue are used as primary source. In addition to the documentary analysis, this study is based on the critical educational theory, seeking to bring the issue of financing closer to key categories of understanding Brazilian social reality, among them: the colonial slave production mode (GORENDER, 1980), dependent capitalism (FERNANDES, 2005) and expansion to less (ALGEBAILE, 2009). In addition, the article suggests the category of “autocratic democratization” as an analytical possibility for Brazilian public education. |

Para ello, se utilizan como fuente primaria, las principales leyes para tratar el tema. Además del análisis documental, la presente reflexión se basa en la teoría crítica de la educación, buscando acercar el tema del financiamiento a categorías clave de comprensión de la realidad social brasileña, entre ellas: el modo colonial de producción esclavista (GORENDER, 1980), el capitalismo dependiente (FERNANDES, 2005) y la expansión a menos (ALGEBAILE, 2009). En conclusión, el artículo sugiere la categoría de “democratización autocrática” como posibilidad analítica para la educación pública brasileña.O presente artigo analisa historicamente o financiamento da educação básica no Brasil, desde o período colonial até pós CF 1988. Para tanto faz uso, como fonte primária, das principais leis a tratarem do tema. Além da análise documental, a presente reflexão se apoia na teoria crítica educacional, buscando aproximar a temática do financiamento a categorias chaves de entendimento da realidade social brasileira, dentre elas: o modo de produção escravista colonial (GORENDER, 1980), capitalismo dependente (FERNANDES, 2005) e ampliação para menos (ALGEBAILE, 2009).
