Information technology strategic alignment with strategic planning: proposal of a model in stages for public service management

Resumo: | The substantial changes in how public and political governance is led demand the alignment of information technology (IT) resources with public services. This requires that public managers have firm competences in intelligent and dynamic practices, besides timely information and personalized knowledge as essential factors for strategic and operational planning. This article describes an alignment model of IT strategic planning with organizational strategic planning and its respective stages, based on quanti-qualitative analyses from a survey of 18 large Brazilian public service organizations. With different variables, the model involves four constructs. The four alignment stages have different characteristics and activities. This contribution retrieves the modern concept of IT and e-governance aligned with public services, providing these organizations with a framework to establish analogies and growth perspectives. The conclusion reiterates the importance of the model and of the alignment stages, making them an effective tool for public and political governance. |

Isso requer competências firmes dos gestores públicos em ações práticas, dinâmicas e inteligentes, além de informações oportunas e conhecimentos personalizados como fatores essenciais ao planejamento operacional e estratégico. Este artigo descreve um modelo de alinhamento do planejamento estratégico da TI ao planejamento estratégico organizacional e seus respectivos estágios de alinhamento, auferidos a partir de análises quantiqualitativas de um survey realizado em 18 grandes organizações brasileiras de serviços públicos. Com diferentes variáveis, o modelo envolve quatro recursos sustentadores. Os quatro estágios de alinhamento propostos possuem diferentes características e atividades. Esta contribuição resgata a visão moderna da TI e da e-governança alinhada aos serviços públicos e possibilita que essas organizações se enquadrem nesses estágios para estabelecer analogias e perspectivas de crescimento.
