Resumo: The Prefeitura Municipal of Porto Alegre, capital of Rio Grande do Sul, has developed in the last four years a new way of preparing its annual investment plan, sharing the decisions with representatives of community associations, specially with a council formed by members elected in meetings at the 16 zones of the city. This paper includes: a) a brief revision of the literature about public decision-making, in particular, about planning and budgeting, and its limitations; b) a description of the municipal budgeting process; and c) a brief demonstration of the Participative Budgeting Model introduced by the municipal authority.
