Sectorial priorities identitication model for the scientific and technological development in the Brazilian health sector

Resumo: Obstacles for research and development (R&D) in the Brazilian health sector are pointed out in the context of the recent development of the national policy towards science and technology. Attention is focused on the short history of oriented lines of research, the conflicting complexities when establishing institutional priorities, and the scarcity of conceptual models. An outline is proposed as a contribution to approaching the area ofhealth R&D, divided into five segments supposedly connected by their common topics: a) biomedical basic research; b) generation of oriented infonnation towards endemic diseases. iIlnesses and injuries in public health; c) generation of orientedinfonnation in medicai research; d) criticai assessment ofclinical procedures; e) operational research in health services. Interfacing with economics. sectorial analysis. technology and social demands are also considered within the proposed prioritization.
