Public policy and sanitation: Compesa between market and State

Resumo: This paper explores the Pernambuco Sanitation Company - Compesa's action. Based on empirical data, this paper focuses on the main factors that has impact on Compesa's performance. In this enterprise, company's action is understood as a continuous game involving two main actors: the agents (bureaucrats, politicians, and interest-groups), and, on the other hand, the principaIs (costumers). In this particular principal-agent relation, the agents' rellt-seekillg behavior has made incide high costs on the principals resulting in more expensive services and less services available. My main conclusion is that given the historiaI company's organizational altitude. the combined action of governments, politicians and costumers, and the intrinsical particularities of the sanitationservices in Pernambuco. Compesa has experienced a decline in its global performance.
