Practice of planning inside public bureaucracies: a new approach to the planners' roles

Resumo: This work discusses the practice of planning from the intraorganizational standpoint. Findings resulting from the case study of the Fundação para o Desenvolvimento da Região Metropolitana do Rio de Janeiro - Fundrem (Foundation for the Development of the Rio de Janeiro Metropolitan Region), covering the period from 1975 to 1982, have shown how crucial for the technical performance is the relationship between planners and managers of the planning agency. The planners capable of performing their professional activity according to their own goals have been considered the efficient ones, and the study evidenced the fact that, to perform as such, the technicians must look for strategies to influence the managers. However, most of the planners were unable to formulate those strategies, due to their negative attitude towards the organizational policy, a stand they took, primarily, because of their limited concept of power, which they saw as an instrument of oppression.· And power may be seen, also, as a means for changes to be promoted in the interest of collectivity.
