The use of stakeholder theory in an analysis of the formulation stage of the National Drug Policy in Brazil

Resumo: The National Drug Policy (PNM) in Brazil, approved by Decret GM/MS no 3.916/1998, has presented a new paradigma of pharmaceutical care, in the area of the Health Sector. From this context, the objective was to analyze the formulation stage of the policy under the federal government regarding the actors (stakeholders) involved in this process. To analyze the results, were integrated the institutional theory to work, the model cycle analysis of public policy, stakeholder theory and concepts related to governance and decision making. Were used qualitative research method, by analyzing the content of formal documents and interviews with actors in society, academia and government. Were identified six decision-making arenas and their stakeholders in the formulation of the PNM, discussing aspects of legitimacy, power and urgency.

La Política Nacional de Medicamentos (PNM) en Brasil, aprobada por el Decreto GM/MS no 3.916/1998, ha puesto en marcha un nuevo paradigma de la atención farmacêutica. Tan, se ha propuesto como meta para la investigación para analizar el processo de formulación de la política dentro del gobierno federal con respecto a los actores (stakeholders) involucrados en el processo. Para analizar los resultados, se integraron en la teoría institucional al trabajo, el modelo de análisis del ciclo de las políticas públicas, teoría de los stakeholders y los conceptos relacionados con la gobernabilidad y la toma de decisiones. Se utilizó método de investigación cualitativa, mediante el análisis del contenido de los documentos oficiales y entrevistas con los actores de la sociedad, la academia y el gobierno. Se identificaron seis ámbitos de toma de decisiones y las partes interesadas en la formulación de la PNM. A Política Nacional de Medicamentos (PNM), aprovada pela Portaria GM/MS no 3.916/1998, apresentou ao país um novo paradigma de assistência farmacêutica, no setor Saúde. A partir desse contexto, objetivou-se analisar a etapa de formulação da referida política no âmbito do governo federal, no que tange aos atores (stakeholders) envolvidos neste processo. Para a análise dos resultados, integraram-se ao trabalho a teoria institucional, o modelo de análise do ciclo das políticas públicas, a teoria de stakeholders e os conceitos relacionados à governança e processo decisório. Foi utilizado o método qualitativo de pesquisa, por meio da análise de conteúdo de documentos formais e entrevistas com atores da sociedade, academia e governo. Foram identificadas seis arenas decisórias e respectivos atores envolvidos na formulação da PNM, discutindo aspectos de legitimidade, poder e urgência.
