Performance and quality in the field of public organizations: reflecting on meanings

This paper reviews the literature in search of different definitions and uses of the words quality and performance., as well as reflections on which of those definitions are the most appropriate for the field of public organizations. Based on criticisms of the views that don¿t consider this field¿s specificity, the paper searches, in the formulations about performance in Matus (1994) and about quality in Pollit and Bouckaert (1995), for approaches that incorporate such criticisms. It also proposes a relationship between the two concepts. Finally, it applies the categories which are present in these formulations to the definitions of quality presented by government officials of the city of Porto Alegre. The paper concludes that Matus, Pollit and Bouckaert give an adequate and important contribution, and that it is necessary to go contributing to the construction of a theoretical framework that will allow to understand and support management in public organizations.
