The relationships between Non Governmental Organizations and the Government of Paraná in field sports

Resumo: | This research aims to discuss the relations and the development of social and sportive projects by Non-Governmental Organizations (NGOs) and by the Paraná Government. Considering the approach among the political, the sports and the NGOs fields and the disputes existent between the agents inserted in the intersection of these spaces, this study intends to show the operation logic and the social and legal mechanisms that regulate the partnerships between NGOs that offer social and sportive projects and the current management of the Paraná Government, specifically the actions of the Paraná Esporte. To achieve this objective, this study used a qualitative research methodology that encompassed analysis of documents, semi-structured interviews and questionnaires as instruments for data collection. The tools to interpret the data are based on Pierre Bourdieu and Norbert Elias’s sociological theories. The first chapter presents some aspects related to the theories developed by these authors and how their analytical categories can substantiate this study. The following chapter shows the discussion about the emergence and the structure of the NGOs, presenting their definition, rules, relations of interdependence with the state and the information about their action areas on non-governmental sectors. The third chapter shows the relationships between Paraná Esporte and NGOs implanted in the state, in special those between the program Rexona Ades Esporte Cidadão developed in partnership with the Government of Paraná since 1997. This chapter also shows the centralization of partnerships and discusses the aloofness of some NGOs to the public power, showing specifically the Centro Integrado de Assistência Gerador de Movimento para a Cidadania (CIAGYM) and the Associação Maringaense de Handebol (AMH). The analysis of these data indicates that the relationships between the NGOs and the government of Paraná are based on a web of mutual interdependence, in which each partner exerts a compelling power over the other. The social agents, included those in the NGOs and in the Paraná Esporte are constantly striving to acquire a suite of capital and, in this movement, all their actions are guided by specific interests in the field that they are part of, noting that the objectives change according to different configurations. Accordingly, the approchement between the government and NGOs are based on actions that guarantee benefits to the agents included in these institutions. Thus, the use of sports and the implementation of projects that have a social nature are strategies that can give prestige to these agents. Therefore, it’s possible to believe that the legal mechanisms that regulate partnerships are subjected to the mechanisms that define the rules of the social game played on this space of intersection. |

Teniendo en cuenta el enfoque de la política, los deportes y las organizaciones no gubernamentales y los campos de las controversias existentes entre los agentes insertados en la intersección de estos espacios, este estudio pretende mostrar el funcionamiento, la lógica social y los mecanismos jurídicos que regulan las relaciones entre las organizaciones no gubernamentales y los proyectos de la actual gestión del Gobierno de Paraná, específicamente las acciones del Paraná Esporte. Para lograr este objetivo, este estudio utiliza una metodología de investigación cualitativa que abarca el análisis de documentos, entrevistas semi-estructuradas y cuestionarios como instrumentos para la recogida de datos. Las herramientas para interpretar los datos se basan en las teorías sociológicas de Pierre Bourdieu y Norbert Elias. El primer capítulo presenta algunos aspectos relacionados con las teorías desarrolladas por estos autores y la forma en que sus categorías de análisis pueden justificar este estudio. El siguiente capítulo presenta la discusión acerca de la aparición y la estructura de las organizaciones no gubernamentales, la presentación de su definición, las normas, las relaciones de interdependencia con el estado y información sobre sus áreas de acción en los sectores no gubernamentales. El tercer capítulo muestra las relaciones entre Paraná Esporte y ONGs implantadas en el estado, en especial aquellos entre el programa Rexona Ades Esporte Cidadão, desarrollado en colaboración con el Gobierno de Paraná desde 1997. En este capítulo se muestra también la centralización de las asociaciones y se analiza lo afastamiento de algunas organizaciones no gubernamentales del poder público, especificamente el Centro Integrado de Assistencia Gerador de Movimento para a Ciudadanía (CIAGYM) y la Associação Maringaense de Handebol (AMH). El análisis de estos datos indica que las relaciones entre las ONG y el gobierno de Paraná se basan en una red de interdependencia mutua, en que cada uno de los socios ejerce un poder sobre el otro. Los agentes sociales, incluidos en las organizaciones no gubernamentales y en el Paraná Esporte se esfuerza constantemente por adquirir capitais y, en este movimiento, todas sus acciones se guían por intereses específicos en el campo que son parte. En consecuencia, la aproximación entre el gobierno y las ONG se basan en acciones que garanticen beneficios a los agentes incluidos en estas instituciones. Así, el uso de los deportes y la ejecución de los proyectos que tienen un carácter social son estrategias que pueden dar prestigio a estos agentes. Por lo tanto, es posible creer que los mecanismos legales que regulan las asociaciones están sujetas a los mecanismos que definen las reglas del juego social en este espacio de intersección.Este trabalho tem sua problemática central circunscrita nas relações estabelecidas entre as Organizações Não Governamentais (ONGs) e o Governo do Estado do Paraná no que se refere ao desenvolvimento de projetos socioesportivos. Considerando o entrelaçamento entre o campo político, o campo esportivo e o campo das ONGs e com vistas às disputas que passam a existir entre os agentes inseridos na interseção desses espaços, buscamos evidenciar a lógica de funcionamento e os mecanismos sociais e legais que regulam as parcerias entre as ONGs a atual gestão do Governo do Paraná, especificamente as ações da Paraná Esporte. Para a consecução do objetivo proposto, o estudo tem sua base metodológica fundamentada na pesquisa qualitativa, utilizando como instrumentos para coleta de dados a análise de documentos, a entrevista semi-estruturada e o questionário. A instrumentalização para a interpretação das informações obtidas está fundamentada nas abordagens sociológicas de Pierre Bourdieu e Norbert Elias. No primeiro capítulo, apresentamos determinados aspectos concernentes às teorias desenvolvidas por esses autores e o modo como suas categorias analíticas podem contribuir com as questões presentes em nosso estudo. No capítulo seguinte, discutimos o surgimento e a estrutura do campo formado pelas ONGs, abordando a sua definição, regulamentação, relações de interdependências com o Estado, além de informações sobre as áreas de atuação do setor não governamental. No terceiro capítulo, evidenciamos a relação da Paraná Esporte com as ONGs implantadas no estado, destacando o Programa Rexona Ades Esporte Cidadão, realizado em parceria com o Governo do Paraná desde 1997. Ainda nesse capítulo, chamamos a atenção para a centralização das parcerias e discutimos o distanciamento de certas ONGs do poder público estadual, apresentando especificamente o Centro Integrado de Assistência Gerador de Movimento para a Cidadania (Ciagym) e a Associação Maringaense de Handebol (AMH). A análise das informações obtidas nos indicou que as relações estabelecidas entre as ONGs e o governo paranaense está fundamentada em uma teia de interdependências mútuas em que cada um dos parceiros exerce uma força compulsiva sobre o outro. Os agentes sociais, inseridos tanto nas ONGs quanto na Paraná Esporte, estão constantemente em busca de adquirir um conjunto de capitais e, nesse movimento, todas as suas ações são orientadas por interesses específicos ao campo em que estão inseridos, observando que tais objetivos são mutáveis, de acordo com as diferentes configurações. Nesse sentido, a aproximação entre o governo estadual e as ONGs está pautada por ações que sejam capazes de garantir benefícios aos agentes inseridos nessas instituições e a realização de projetos socioesportivos é uma das estratégias que pode conferir certo prestígio a esses agentes.
