The meaning and importance of emancipation: still an issue in the state of Rio Grande do Sul

Resumo: Considering the latest municipal emancipations in the state of Rio Grande do Sul, this paper shows that the emancipation process, although not a recent issue, remains the subject of studies and research. The analysis of the causes and the projections of the emancipation effects, due to lack of information or contradictory results, are inconclusive issues and still open to research. Because they are an ambivalent and polemic subject, emancipations also stir emotions and divide politicians and the press. When interviewed, 52.7% of the mayors attending Famurs’ 21st Congress of Municipalities declared to be in favor of the emancipations, 25.2% were against, and20.5% in favor but with restrictions. As for the press, in the same edition and page that the newspaper Zero Hora published the poll results, it also published a signed article discussing the “Mass production of appointments to office”; in another issue, the same newspaper published an editorial defending that neither lobbying nor demagogy should prosper in the emancipation processes. The analysis of the emancipation processes concerning the 30 counties installed in January 1st, 2001 in Rio Grande do Sul has shown that under the regulatory conditions in force none of the emancipated areas were proven viable and the remaining areas of the original counties would not be penalized. Besides general limitations and those due to the regulatory framework, one can say that the establishment of the 30 counties in Rio Grande do Sul is full of procedures that are subject to and kinds of questioning.

A análise das causas e as projeções dos efeitos das emancipações, quer por insuficiência de informações, quer por contradição nos resultados, são questões inconclusas e, portanto, ainda em aberto como objeto de pesquisa. Por ser um tema ambivalente, e por isso polêmico, essa questão emociona e divide também a classe política e a imprensa. Quando entrevistados, 52,7% dos prefeitos presentes ao 21º Congresso de Municípios da Federação das Associações de Municípios do Rio Grande do Sul (Famurs) se declararam a favor das emancipações, 25,2% contra, e 20,5% a favor com restrições. Quanto à imprensa, o jornal Zero Hora publicava, no mesmo dia e na mesma página, os resultados da pesquisa com os prefeitos e matéria assinada falando sobre as "Fábricas de cargos". Em outra edição, o mesmo jornal apresentava um editorial chamando a atenção para que nas emancipações não prosperassem o lobismo e a demagogia. A análise dos processos de emancipação dos 30 municípios instalados no Rio Grande do Sul em 1º de janeiro de 2001 mostrou que nas condições do marco regulatório vigente não ficou, em nenhum dos casos analisados, comprovada a viabilidade da área emancipada nem que a área remanescente do município de origem não restaria prejudicada.
