Regional development policy: a proposal for discussion

The text has four parts. In the first part, there is the description of the institutional antecedents in Brazilian regional planning, which leads to the fact that the continuous creation and changes of agencies and programs has greatly contributed towards indefinition in treating regional issues. The giant size of the Ministry of Domestic Affairs (Ministério do Interior) is pointed out as the main responsible for this indefinition. Having in mind that with the creation of two new Ministries, already in the so-called New Republic, the l\1inistry of Domestic Affairs became in fact a regional development ministry, the text goes on appraising upon the repetitive way the regional matter has been fitted in to the national development plans since 1960. Thus, emphasis in given to the pursue of regional unbalance reduction, which has caused typical compensatory actions. It follows a brief evaluation of regional development actions taken by the agencies through special programs. Finally, there is the general outline of a new conception of regional development. At this moment, there is the idea of treating the regional issue by allowing regional unbalance, without trying to diminish them anymore. Regional economies strengthening is also proposed, having in mind the development stage of each one of them, through - "supra, inter and intra-regional" - complementary approaches. In this conception, it is fundamental to leave aside the concept of region as a sector and as a policy for satisfying existing necessities. It is given priority to acting on the causing or changing elements of each regional reality, which are land, water and productive activities.
