External technical advice as a strategy for modernization and survival of complax organizations: components and differentiation of models

Resumo: The growing complexity of organizational problems, within a framework marked by the speed of technological change and of external demands, that potentialize the requisites for the institutions' survival, has been expanding and giving dynamism to the role played by the services of corporate consulting. As a result, this professional segment is now one of the service industries which, worldwide, presents the fastest growth rate, being responsible for a significant share of process for transfer of technology, for the solving of specific problems and as support for the definition of strategies of survival of public and private organizations. This article has as its objective, as an initial approach, the identification and analysis of the conditioning variables of the working models of external technical advice. We must start by recognizing that the interrelation between an external consultant and one organization cannot be characterized as a structured relationship, inserted in a definite universe, but is in practice translated as the consequence of a diversified and changeable ensemble of variables, factors and conditions, thus shaping an administrative fact, distinct in itself from the traditional and internal processes through which the organizations respond to their problems of adaptation and adjustment.
