Sociomateriality analysis of information technology use in public service coproduction: the car driving simulator case

Resumo: | Information Technology (IT) tools have been appropriated by governments in a variety of ways, such as improving their internal processes and providing citizen services over the web (e-services). However, new IT tools have also been used in processes as the case of the Car Driving Simulator (CDS), which is used in the process to learn how to drive, which allows citizens to drive cars. These new relationships need to be studied to explain the imbrications, interests, and constraints that flow from them, thus going beyond the constraints and qualifications of IT in government. Thus, it is identified that CDS is adopted within a government context, and its execution depends on the citizen (co-production of public service). For this analysis, we use the sociomateriality, which has been used to understand the relationship between material and social, and we consider the institutional perspectives of organizations and e-Gov for analysis. To achieve the objectives, we use the Critical Discourse Analysis to examine the data and explain the sociomateriality that emerges from the use of the CDS. The results explain the imbrications, limits, and interests of the actors, as well as dealing with existing rules to meet their interests. |

The results explain the imbrications, limits, and interests of the actors, as well as dealing with existing rules to meet their interests.Ferramentas de Tecnologia da Informação (TI) têm sido apropriadas por governos em diferentes caminhos, tais como para melhorar seus processos internos e efetuar atendimentos ao cidadão via web, todavia, novas ferramentas de TI também têm sido utilizadas em coprodução de serviços públicos, como o caso do Simulador de Direção Veicular (SDV), que é usado dentro do processo de habilitação de condutores (CNH). Estas novas relações precisam ser estudadas para explicar a sociomaterialidade, as relações de poder, interesses e limitações que delas decorrem. Para tal, identifica-se que ela é adotada dentro de um contexto governamental e sua execução depende do cidadão (coprodução). Para atingir os objetivos desta pesquisa utiliza-se da análise Sociomaterial e a Análise Crítica do Discurso, e, paralelamente, considera-se as perspectivas institucionais das organizações e as teorias de governo eletrônico.
