Elevating public eProcurement: AI implementation factors from the ALICE case study

Resumo: | Technology is an essential tool for implementing reforms in the public procurement process. One of the earliest applications of technology in this process was the creation of electronic public procurement systems, which allowed the process to move from paper to online. This first innovation led public administrations to adapt to technology, seeking greater efficiency, transparency, and effectiveness. To understand the relationship that exists to date between public procurement and technology, this study conducts a literature review in the areas of digital government and public administration. The review uncovers five different approaches with respective future agendas: a) Exploring public eProcurement; b) Public eProcurement technology application; c) Public sector use of public eProcurement; d) End users of public eProcurement; e) Public procurement of innovation. Among these approaches, there is a lack of studies that understand the relationship between technologies other than electronic systems and public procurement. Furthermore, there is a lack of studies regarding the new technology used and the implementation processes in the public sector. Thus, this study analyzes the implementation of the Brazilian Artificial Intelligence solution called ALICE as a way to contribute to this literature. ALICE is an audit tool that supports the Comptroller General of the Union and the Federal Court of Accounts auditors in the timely analysis of tenders. Using the STOPE framework, 14 implementation factors have been identified throughout the tool's implementation. Among these factors, the collaboration between the auditors, the integration of the tool in the daily workflow of civil servants, and the need to align organizational objectives with the development and implementation of new tools stand out. |

Uma das primeiras aplicações de tecnologia no processo foi por meio do estabelecimento de sistemas eletrônicos de contratação pública, que permitiram que o procedimento saísse do presencial e fosse para o online. Essa primeira inovação fez com que as gestões públicas se adequassem à tecnologia, buscando maior eficiência, transparência e eficácia. Para compreender a relação existente até o momento entre contratações públicas e tecnologia, este estudo realiza uma revisão de literatura nas áreas de governo digital e administração pública. Cinco diferentes abordagens com a sua respectiva agenda futura emergem dessa revisão: a) Exploring Public eProcurement; b) Public Procurement Technology Application; c) Public Sector’s Use of Public eProcurement; d) End Users of Public eProcurement; e) Public Procurement of Innovation. Dentre essas abordagens, nota-se a falta de estudos que compreendam a relação entre outras tecnologias que não sejam sistemas eletrônicos e contratações públicas. Faltam estudos tanto sobre a nova tecnologia utilizada quanto dos processos de implementação no setor público. Este estudo, portanto, analisa implementação da solução de inteligência artificial brasileira chamada ALICE como forma de contribuir para essa literatura. ALICE é uma ferramenta de auditoria que apoia os auditores da Controladoria Geral da União e do Tribunal de Contas da União a realizarem a análise dos editais de licitação de forma tempestiva. Com apoio do framework STOPE, 14 fatores de implementação foram identificados ao longo da trajetória da ferramenta. Dentre esses fatores, destacam-se o trabalho colaborativo realizado pelos auditores, a inclusão da ferramenta no fluxo de trabalho diário dos servidores públicos e a necessidade de alinhamento dos Technology is an essential tool for implementing reforms in the public procurement process. One of the earliest applications of technology in this process was the creation of electronic public procurement systems, which allowed the process to move from paper to online. This first innovation led public administrations to adapt to technology, seeking greater efficiency, transparency, and effectiveness. To understand the relationship that exists to date between public procurement and technology, this study conducts a literature review in the areas of digital government and public administration. The review uncovers five different approaches with respective future agendas: a) Exploring public eProcurement; b) Public eProcurement technology application; c) Public sector use of public eProcurement; d) End users of public eProcurement; e) Public procurement of innovation. Among these approaches, there is a lack of studies that understand the relationship between technologies other than electronic systems and public procurement. Furthermore, there is a lack of studies regarding the new technology used and the implementation processes in the public sector. Thus, this study analyzes the implementation of the Brazilian Artificial Intelligence solution called ALICE as a way to contribute to this literature. ALICE is an audit tool that supports the Comptroller General of the Union and the Federal Court of Accounts auditors in the timely analysis of tenders. Using the STOPE framework, 14 implementation factors have been identified throughout the tool's implementation. Among these factors, the collaboration between the auditors, the integration of the tool in the daily workflow of civil servants, and the need to align organizational objectives with the development and implementation of new tools stand out. |
