Review of public administration research in brazilian thematic journals, 1995-2002

Resumo: | This article analyzes Brazilian recent research in Public Administration, through the review of papers published at thematic journals RAP and RSP and Enanpad’s proceedings, from 1995 to 2002. It takes into consideration prior reviews, that pointed out the normative approach of the public administration research as its major weakness. The present work takes this issue in a different perspective: it considers the normative approach as inherent to this essentially applied field. Other aspects are noteworthy, in order to improve the research is this field: the researchers communityseems to be self-referred, the subjects are extremely dispersed, and the theories from other disciplines are acritically and too easily adopted. This article discusses the relevance of the field, considering the need of knowledge on Governments and Governance, to develop Public Reformers. |

This article discusses the relevance of the field, considering the need of knowledge on Governments and Governance, to develop Public Reformers.O artigo analisa a recente produção brasileira na área de pesquisa em administração pública, utilizando como base os artigos publicados entre 1995 e 2002 nas revistas especializadas RAP e RSP, além dos trabalhos apresentados durante os Enanpad. Retoma balanços anteriores realizados sobre a área, que tendiam a apontar como principal fragilidade o caráter propositivo da produção em administração pública. Considera tal caráter inerente à área, dada a natureza do objeto de estudo, essencialmente aplicado. Aponta outros fatores que merecem debate e reflexão para fazer avançar a pesquisa na área, dentre eles: a tendência de pesquisadores a se auto-referirem, a diluição temática e a adoção acrítica de teorias desenvolvidas em outras disciplinas.
