Developing learning in social management: pedagogical development of social incubators

Resumo: This article presents a purposeful approach to increase incubators to promote social projects through a pedagogical proposal in the light of social management, developing the distance learning of the Federal University of Santa Catarina (UFSC) in Canoinhas, Santa Catarina. In the foreground, based on the dialogic conception of university extension, in accordance with the contributions of Paulo Freire, the idea of social technologies and the concept of social management, founded on the studies of Fernando Guillermo Tenorio, showed the potential for extension towards constructing autonomy in the community. In the background, the activities of the UFSC in Canoinhas and its relationship with the Territorial Citizenship Plan of the federal government were characterized. Following that, the pedagogical proposal of incubators for social management projects, based on Ramos’ para-economic paradigm, the pedagogy of autopoiesis, the alternation of the meeting and the culture of service and social management were outlined. Finally, the research agenda concerning the contribution of social management for local development, human autonomy and management training issues and more committed to collective interests were presented.

Finally, the research agenda concerning the contribution of social management for local development, human autonomy and management training issues and more committed to collective interests were presented.Este artigo apresenta uma abordagem da dimensão propositiva de fomento às incubadoras de projetos sociais, por intermédio de proposta pedagógica à luz da gestão social, em desenvolvimento no polo de educação a distância da Universidade Federal de Santa Catarina (UFSC) em Canoinhas, Santa Catarina. Em primeiro plano, com base na concepção dialógica da extensão universitária e nas contribuições de Paulo Freire, da ideia de tecnologias sociais e da noção de gestão social, construída com fundamento nos estudos de Fernando Guilherme Tenório, evidenciou-se o potencial da extensão para a construção da autonomia da comunidade. Em segundo plano, caracterizou-se a atividade da UFSC na região de Canoinhas e sua relação com o Programa Territórios da Cidadania, do governo federal. Em seguida, delineou-se a proposta pedagógica das incubadoras de projetos de gestão social, alicerçada no paradigma paraeconômico de Ramos, na pedagogia da autopoiese, da alternância do encontro e da cultura do serviço e na gestão social. Por fim, apresentou-se agenda de pesquisa em torno da contribuição da gestão social para o desenvolvimento local, a autonomia humana e a formação de gestores mais comprometidos com problemas e interesses da coletividade.
