Resumo: The book introduced herein is a true classic of contemporary Political Science and, as such, it is a fully right decision to include it in the new collection of “Contemporary Classics” edited by the Sociological Research Center. Since the book appearance, and in less than 20 years, Putnam managed to catapult the concept of “social capital” from a strictly academic environment to the world of international institutions and the scene of relations between government, market, and civil society. A concept that, although put into circulation before by other authors, since Putnam’s contribution has reached usage levels that, although may be disputable from a strictly academic rationale, demonstrate the attractiveness of a formulation that, at least apparently, is able to explain situations, imbalances, and problems that are not easily accommodated in other formulations. The key point of the book lies on the willingness to explain the good performance of government institutions, although later on the concept’s expansion capacity has proven to be far superior to that first effort.

Desde la aparición del libro, y en menos de veinte años, Putnam ha logrado catapultar el concepto de “capital social” desde un ámbito estrictamente académico al mundo de las instituciones internacionales y al escenario de relaciones entre poderes públicos, mercado y sociedad civil. Un concepto que, si bien fue puesto en circulación anteriormente por otros autores, desde la aportación de Putnam ha alcanzado niveles de utilización que, aunque puedan resultar discutibles desde una lógica estrictamente académica, demuestran el atractivo de una formulación que, al menos aparentemente, es capaz de explicar situaciones, desequilibrios y problemas que no encuentran fácil acomodo en otras formulaciones. La clave del libro reside en la voluntad de explicar el buen rendimiento de las instituciones de gobierno, aunque posteriormente, la capacidad expansiva del concepto se demostró muy superior a este primer empeño. O livro aqui apresentado já é um verdadeiro clássico da Ciência Política contemporânea e, como tal, trata-se de uma decisão plenamente acertada sua inclusão na nova coleção “Clássicos Contemporâneos” que edita o Centro de Pesquisas Sociológicas. Desde o surgimento do livro, e em menos de 20 anos, Putnam conseguiu catapultar o conceito de “capital social” de um âmbito puramente acadêmico para o mundo das instituições internacionais e o cenário das relações entre poderes públicos, mercado e sociedade civil. Um conceito que, embora tenha sido posto em circulação antes por outros autores, a partir da contribuição de Putnam atingiu níveis de utilização que, embora possam mostrar-se questionáveis sob uma lógica puramente acadêmica, demonstram o atrativo de uma formulação que, pelo menos aparentemente, é capaz de explicar situações, desequilíbrios e problemas que não são acomodados com facilidade em outras formulações.
