With the intention of contributing to the debates on the local management of migration, this dissertation discusses mainstream and intersectoriality as strategic organizational tools for the development of local policies for immigrants, based on the analysis of the Municipal Policy for the Immigrant Population of São Paulo (PMPI) in the period from 2013 to 2018. For this purpose, it is based on literature that problematizes the focus at the national level and defends a more active role of cities in migratory management, since they are central actors in promoting the integration of the immigrant population. In this sense, it discusses integration policies and introduces the concept of mainstream migration, from which it develops the analysis of the concepts of mainstream and intersectoriality. Supported by public administration literature, it defends that these strategies can encompass an integral and shared treatment among the sectoral bodies for the migratory issue, promoting integration at the local level. From this, it analyzes the migratory management in Brazil based on its federal regulations and resumes the path mapped out by the city of São Paulo in the attention to the immigrant population, highlighting the creation of the Coordination of Policies for Migrants, responsible for the coordination of the PMPI and the first public municipal agency created with the attribution of dealing specifically with migratory issues at the local level, in a transversal and intersectoral manner. In the analysis of the case of São Paulo, it is specifically dedicated to the areas of human rights and citizenship, education, health care, social development and housing. It is concluded that, despite the contingencies and challenges, maintream and intersectoriality are instruments that contribute to a greater perpetuity of the local integration strategies for immigrants.
