Health regulations and geographic distribution in the manufacture of herbal medicines in Brazil

Resumo: | The National Policy on Medicinal Plants and Herbal Medicines (PNPMF), approved by the Ministry of Health in Brazil in 2006, recommends that, the valorization of traditional knowledge, the sustainable use of biodiversity and the strengthening of industry national pharmaceutical company in this field. After a few years of the establishment of the PNPMF, we found that the national herbal medicine companies are unable to support themselves in face of the requirements established by the National Health Surements Agency (Anvisa) and that the valorization of traditional knowledge is inexpressive in view of the exclusion of native species from the normative scope. This text discusses the territorial distribution of the production of herbal medicines and demonstrates that health regulations have a strong influence on the composition of herbal medicines available for consumption, reducing the importance of local knowledge represented by the natives in the development of this sector in Brazil. It is concluded that most of the species used are exotic and that the companies that manufacture herbal medicines are concentrated in the State of São Paulo, whose main activity is the production of allopathic products for human consumption. |

Após alguns anos da instauração da PNPMF, constatamos que as empresas nacionais de fitoterápicos não conseguem se sustentar diante das exigências estabelecidas pela Agência Nacional de Vigilância Sanitária (Anvisa) e que a valorização do conhecimento tradicional é inexpressiva diante da exclusão das espécies nativas do âmbito normativo. Este artigo demonstra que as normativas sanitárias têm forte influência na composição dos fitoterápicos disponíveis para consumo, reduzindo a importância do conhecimento local, representado pelas nativas, no desenvolvimento deste setor no Brasil, e aborda discussão sobre a distribuição territorial da produção de fitoterápicos. Conclui-se que a maioria das espécies utilizadas é exótica e que as empresas fabricantes de fitoterápicos estão concentradas na região sudeste, principalmente no Estado de São Paulo, as quais têm como atividade principal a produção de alopáticos para consumo humano.
