The right to privacy of personal information in the inpatient/outpatient care forms and the authorization form for outpatient procedures (APAC)

Resumo: Objective- This article addresses the content of personal information contained in the authorization form for outpatient procedures (APAC) to shed light on whether the personal information contained in the form harms the citizens' right to privacy. Methods - A bibliographic review was carried out in the SciELO and Virtual Health Library (VHL) databases by applying the descriptors: information system, information, health, database, right to privacy, privacy, intimacy and secrecy. No specific time criteria were established when consulting the databases.  Furthermore, the Access to Information Act served as the main parameter for analyzing the data. Results - Being part of the information related to the consultations reported in the APAC, personal information allows the State to compile knowledge about the epidemiological profile of the population.  As a result, the evaluation of the epidemiological profile fosters the implementation of new public health policies that fulfill the citizen’s expectations. Conclusion: There is no harm to the right of privacy related to the data collected under the APAC.

Metodologia - se ha realizado una revisión bibliográfica en las bases de datos, SciELO y Biblioteca Virtual en Salud (BVS) por intermedio de la utilización de los descriptores: sistema de información, información, salud, base de datos, derecho a la privacidad, privacidad, privacidad, intimidad y confidencialidad. No se establecieron criterios de tiempo específicos al consultar las bases de datos .. Además, la Ley de Acceso a la Información sirvió como parámetro principal para analizar los datos. Resultados - Las informaciones personales, como parte de las informaciones referentes a las atenciones informadas en la APAC, proporcionan al Estado el conocimiento del perfil epidemiológico de la población y en contrapartida, la evaluación de éste para la implementación de nuevas políticas de salud pública que correspondan a la demanda de la población. Conclusión: No hay daño al derecho ala privacidad desde los datos recogidos en el ámbito de la APAC.Objetivo - O presente artigo aborda o teor das informações pessoais contidas na Autorização de Procedimentos Ambulatoriais (APAC), para elucidar se estas informações pessoais ferem o direito à privacidade dos cidadãos. Metodologia -  realizou-se uma revisão bibliográfica nas bases de dados, SciELO e Biblioteca Virtual em Saúde (BVS) por intermédio da utilização dos descritores: sistema de informação, informação, saúde, banco de dados, direito à privacidade, privacidade, vida privada, intimidade e sigilo. Não houve determinação de um período específico para o levantamento de estudos. Adicionalmente, buscou-se à luz da Lei de Acesso à Informação, a interpretação para estes questionamentos. Resultados- As informações pessoais, como parte das informações referentes aos atendimentos informados na APAC, proporcionam ao Estado o conhecimento do perfil epidemiológico da população e em contrapartida, a avaliação deste para a implementação de novas políticas de saúde pública que correspondam a demanda da população.
