Resumo: The Master Plan for Sanitary Vigilance — PDVISA, nationwide in scope, points out specific guidelines for the sector’s action in order to strengthen the National Health Surveillance System. Furthermore, to contribute to the drafting of state and local action plans, it provides a guiding tool, the PDVISA Guidelines. This article aims to verify the consistency of these Guidelines. It is a descriptive study with a qualitative approach. We carried out a comparison of this instrument with the framework of Local Planning and Programming in Health (PPLS), focusing in both the procedural aspects of programming, and the structure of the matrix and the spreadsheets. It may be concluded that, when compared to the PPLS, the Guidelines are partially consistent, constituting a tool that helps guiding the planning of health surveillance system, even if they present limitations.

Este artigo se propõe a verificar a consistência deste Guia. Trata-se de um estudo de caráter descritivo, com abordagem qualitativa. Procedeu-se a uma comparação deste instrumento com os elementos de referência do Planejamento e Programação Local em Saúde (PPLS), tanto nos aspectos processuais da programação quanto na estrutura das matrizes e das planilhas.
