Nos Estudos Legislativos brasileiros nota-se um crescente interesse pela organização do Legislativo, em especial os seus sistemas de comissões. O presente artigo busca contribuir com essa discussão, analisando a produção legislativa da Comissão de Direitos Humanos e Legislação Participativa do Senado Federal. A escolha dessa comissão se deve a dois fatores: 1) a crescente relevância da temática dos Direitos Humanos na política brasileira e 2) a ausência de trabalhos sobre as comissões do Senado Federal. Para a realização do artigo foram analisadas e classificadas as reuniões realizadas pela CDH no período de 2015-2018. Posteriormente foram analisadas as iniciativas que tiveram pareceres votados na comissão. Nessa análise foram classificadas as iniciativas por 1) tipo (PLs, SUG, ECD e SCD), 2) origem (Deputados, Senadores, Executivo e Sociedade civil), 3) partido do propositor e pertencimento à coalizão de governo, 4) partido do relator e pertencimento à coalizão de governo, 5) resultado apontado pelo parecer e 6) utilização do poder terminativo. A partir desses dados foi possível apontar o papel informacional e a utilização do poder positivo da CDH no processo decisório brasileiro. Palavras-Chave: Estudos legislativos. Sistema de Comissões; Senado. CDH. Abstract: On Brazilian legislative studies, it is noticeable a growing interest in the legislative organization, particularly in its systems of commissions. The main objective of this research is to contribute to this discussion, analyzing the legislative production of the Commission of Human Rights and Participatory Legislation commission of senate. The selection of this commission is due to two factors: 1) the growing relevance of the Human Rights theme in Brazilian politics; and 2) the absence of studies on the federal lower house. For the achievement of this article, the meetings held by the HRC in the period from 2015 to 2018 were analyzed and classified. Subsequently, the initiatives that had opinions voted on the committee were analyzed. In this analysis, initiatives were classified by 1) type (Bills, legislative suggestions, lower house amendments), 2) origin (Representatives, Senators, Executive, Civil Society), 3) party of the proposer and membership of the governing coalition, 4) party of the rapporteur and membership of the governing coalition, 5) result indicates by the opinion and 6) use of terminative power. From this data it was possible to point out the informational role and the use of the positive power of the HRC in the Brazilian decision-making process. Keywords: Legislative Studies.
