INFLUENCE OF CONTROL ON EFFICIENCY IN THE MUNICIPAL PUBLIC RESOURCES’ ALLOCATION

Resumo: The article aimed to identify the influence of control institutions on the efficiency of public resources allocation, considering the environmental characteristics of development and the organizational aspect of the municipal public administration. Thus, it sought to verify which elements influenced the degree of efficiency in allocating public resources in the municipalities of Minas Gerais. We performed a DEA model and an inflated beta regression using the efficiency score as a dependent variable. The results contribute to the literature indicating that social control, elements of the political context, and socioeconomic resources influence the level of efficiency of public resources. These results highlight the importance of an enabling environment with value for democracy, social control, and development as conditions for efficient management.

Así, se buscó verificar qué elementos influyen en el nivel de eficiencia de la asignación de recursos públicos en los municipios de Minas Gerais. Para tanto, se realizó un modelo DEA y se estimó una regresión beta inflada, tomando la puntuación de eficiencia como variable dependiente. Los resultados contribuyeron a la academia al indicar que control social, elementos del contexto político y características socioeconómicas influyen en el nivel de eficiencia de los recursos públicos. Por lo tanto, estos resultados resaltan la importancia de un entorno propicio, que valora la democracia, el control social y el desarrollo como condiciones para la eficiencia de la gestión.O artigo teve por objetivo identificar a influência das instituições de controle na eficiência da alocação de recursos públicos, considerando as características ambientais de desenvolvimento e o aspecto organizacional da administração pública municipal. Assim, buscou-se verificar quais elementos influenciaram o grau de eficiência da alocação dos recursos públicos, tomando os municípios de Minas Gerais como referência. Para tanto, foi realizado um modelo DEA e estimada uma regressão beta inflacionada, tomando o escore de eficiência como variável de resposta. Os resultados contribuem para o estoque de conhecimento da área ao confirmar que o controle social, elementos do contexto político e características socioeconômicas influenciam o nível de eficiência dos recursos públicos.
