INVESTMENT IN EDUCATION AND QUALITY OF PRIMARY EDUCATION: A STUDY OF EFFICIENCY IN THE MUNICIPALITIES OF THE STATE OF RIO DE JANEIRO

Resumo: | Education is one of the most significant investments that the State can provide to its population, and this social practice must have the quality to achieve the expected impact. Therefore, guided by Public Finance Theory (PFT), this paper aims to evaluate the efficiency of public resource management in primary education by the municipalities of the State of Rio de Janeiro. It is a study with a quantitative approach, using seventy-nine municipalities in the State of Rio de Janeiro as a sample and data from 2019. When applying the DEA, the results show low efficiency in public spending management, where the highest concentration ranges were Medium High Inefficiency (CCR) and Medium Low Inefficiency (BCC). It suggests the need to reevaluate investment management to increase the efficiency of municipalities. This research increases the transparency about public spending concerning those whose resources are destined for education. The study contributes to the TFP literature by evidencing an analysis of the efficiency of the management of public education resources in the municipalities of the State of Rio de Janeiro. The segregation in initial and final periods, as well as in each component of IDEB, increases the level of information for users to demand the application of resources efficiently from their public managers. Therefore, by identifying efficient and non-efficient municipalities, the study makes it possible to share positive experiences and conduct a detailed diagnosis, which will help propose actions to improve the efficiency of those that have not yet achieved it. |

Por lo tanto, este trabajo, guiado por la Teoría de las Finanzas Públicas (TFP), tiene como objetivo evaluar la eficiencia de la gestión de los recursos públicos en la educación básica por los municipios del Estado de Río de Janeiro. Se trata de un estudio con enfoque cuantitativo, utilizando como muestra 79 municipios del Estado de Río de Janeiro y datos del año 2019. Al aplicar el DEA, los resultados muestran una baja eficiencia en la gestión del gasto público, donde los rangos de mayor concentración fueron Ineficiencia Media Alta (CCR) e Ineficiencia Media Baja (BCC), sugiriendo la necesidad de reevaluación de una gestión de las inversiones para aumentar la eficiencia de los municipios. Esta investigación mejora la transparencia en relación con el gasto público en términos de recursos destinados a la educación. El estudio contribuye a la literatura de la PTF al analizar la eficiencia de la gestión de los recursos públicos de educación en los municipios del Estado de Río de Janeiro. La segregación en períodos inicial y final, así como en cada componente del IDEB, aumenta el nivel de información para que los usuarios puedan exigir a los gestores públicos la aplicación eficiente de los recursos. La identificación de municipios eficientes y no eficientes permite compartir experiencias positivas y ejecutar un diagnóstico detallado, lo que ayudará a plantear acciones para mejorar la eficiencia de aquellos que aún no lo han logrado.A educação é um dos maiores investimentos que o Estado pode fornecer à sua população, sendo necessário que essa prática social tenha qualidade para alcançar o impacto esperado. Ao aplicar a técnica de Análise Envoltória de Dados (DEA), os resultados mostraram baixa eficiência na gestão dos gastos públicos, sendo as faixas com maior concentração a Ineficiência Média Alta (CCR) e a Ineficiência Média Baixa (BCC), sugerindo a necessidade de reavaliação da gestão dos investimentos para aumento da eficiência dos municípios. Esta pesquisa amplia a transparência em relação aos gastos públicos no que tange aos recursos destinados à educação. O estudo contribui com a literatura da TFP ao analisar a eficiência da gestão dos recursos públicos de educação nos municípios do Estado do Rio de Janeiro. A segregação em períodos iniciais e finais, bem como em cada componente do IDEB, aumenta o nível de informações para que os usuários possam cobrar dos gestores públicos a aplicação dos recursos de forma eficiente. Portanto, o estudo, ao identificar os municípios eficientes ou não eficientes na gestão de gastos, possibilita o compartilhamento de experiências exitosas e o diagnóstico pormenorizado para que se possa pensar ações de melhoria de eficiência para aqueles que ainda não a alcançaram.
