Since 2010 Brazil has had a national policy on solid waste management. However, Brazilian municipalities have not yet fulfilled the policy implementation. Therefore, this research focuses on the National Solid Waste Policy (PNRS) implementation from 2010 to 2019, considering the municipal variations in the deadlines' fulfillment and goals of the PNRS. Because of this, the question that guides the research is: "What are the possible explanations of the postponements and heterogeneities of the municipal implementation of the PNRS?". Therefore, the hypothesis is that Brazilian municipalities tend to postpone the implementation of the PNRS because of institutional and budgetary problems. This study used a sample universe of 4,175 cities with data from the National Solid Waste Information System (SINIR) and the National Confederation of Municipalities (CNM). The data collected have as variables the goals of implementation of the PNRS, such as the municipal solid waste management plans, selective collection, final disposal of waste, composting, and presence of inter-municipal consortia for waste management. In addition, the data regards the union's budget transfers for the policy implementation. All in all, it was possible to verify that the achievement of the goals and the budget transfers made have been below the policy expectations.
