THE RIGHT TO EDUCATION OF MIGRANT CHILDREN: include or integrate?

Resumo: Inclusive Education policies have advanced a lot in the world over the last 30 years. However, many children still have their right to education neglected, especially migrant children. This study aims to reflect on the conceptual differences between including and integrating and their impacts on guaranteeing the right to education for migrant children. This is a research with bibliographical and documentary analysis. Based on analyzes of the literature in the area of education and educational policies, we found that there is not consensus and universal understanding of which perspective is most appropriate to guarantee access to education for migrant children. The dubious understanding of the concepts is perceived, and with that it can reflect different interpretations in the way in which the teaching and learning process of this public is organized, implying in the difficulty of access and permanence in educational institutions. We see, therefore, that the right to education of this public is conditioned to the minimization of the challenges and barriers resulting from the migration process. However, we emphasize that the guarantee of enrollment does not mean access to education, just as it was possible to identify the need for teacher training so that differences are welcomed in their singularities in the light of the inclusive perspective.

Sin embargo, muchos niños todavía ven desatendido su derecho a la educación, especialmente los niños inmigrantes. Este estudio tiene como objetivo reflexionar sobre las diferencias conceptuales entre incluir e integrar y sus impactos en la garantía del derecho a la educación de los niños migrantes. Se trata de una investigación con análisis bibliográfico y documental. Con base en análisis de la literatura en el área de la educación y las políticas educativas, encontramos que no existe un consenso y comprensión universal sobre qué perspectiva es la más adecuada para garantizar el acceso a la educación de los niños migrantes. Se percibe la dudosa comprensión de los conceptos, y con ello puede reflejar diferentes interpretaciones en la forma en que se organiza el proceso de enseñanza y aprendizaje, implicando en la dificultad de acceso y permanencia en las instituciones educativas. Vemos, por lo tanto, que el derecho a la educación de este público está condicionado a la minimización de los desafíos y barreras resultantes del proceso migratorio. Sin embargo, destacamos que la garantía de matrícula no significa el acceso a la educación, así como fue posible identificar la necesidad de formación docente para que las diferencias sean acogidas en sus singularidades a la luz de la perspectiva inclusiva.  As políticas de Educação Inclusiva, nos últimos 30 anos, têm avançado muito no mundo. No entanto, muitas crianças ainda têm seu direito à educação negligenciado, em especial, as crianças migrantes. Este estudo objetiva refletir acerca das diferenças conceituais entre incluir e integrar e seus impactos na garantia do direito à educação de crianças migrantes. Trata-se de uma pesquisa com análise bibliográfica e documental. Com base nas análises da literatura da área da educação e das políticas educacionais, constatamos que não há um consenso e entendimento universal sobre qual perspectiva é mais apropriada para garantir o acesso à educação das crianças migrantes. Percebemos o entendimento dúbio dos conceitos, e isso pode repercutir diferentes interpretações no modo como se organiza o processo de ensino e aprendizagem desse público, refletindo no seu acesso e permanência nas instituições educativas. Vemos, portanto, que o direito à educação está condicionado à minimização dos desafios e barreiras resultantes do processo migratório.
