Internationalizing the Federal Vocational Education Network: Empirical Findings and Emerging Analysis

Resumo: The Federal Network of Professional, Scientific and Technological Education was created by Law 11.892/2008, counting in its current format with only 10 years. Concurrent with the challenge of offering public and free education in regions of the country that did not have access to higher and technical education, its campuses were given the task of operationalizing the Science without Borders Program, which brought a new theme to institutional daily life: internationalization. This article aims to analyze the quantitative data compiled by the diagnosis carried out by the Department of Vocational and Technological Education of the Ministry of Education (SETEC/MEC) in 2017, as well as highlighting some relevant aspects of these indicators in the face of theoretical approaches that contribute to the theme of internationalization in Brazil and in the world. The survey coordinated by SETEC listened to those responsible for internationalization in the institutions of the Federal Network and collected information on academic mobility, agreements and projects established by them. From this analysis, it can be seen that the Federal Network has been making efforts to insert itself into the global discussion agenda on internationalization, which is reflected in the number of students and servers in mobility and in the partnerships established, although the detailing of the data contained in this document is necessary for us to understand the place of internationalization in the institutional development stage. As a result of this brief discussion, we highlight the importance of the internationalization dimension being definitively incorporated into the Institutional Development Plans of the Federal Institutes, since these indicators will be benchmarks for the external evaluations of the institutions, in addition to being used for the maintenance of postgraduate courses. - stricto sensu graduation.

Concomitante ao desafio de ofertar educação pública e gratuita em regiões do país que não possuíam acesso ao ensino superior e técnico, seus campi receberam a tarefa de operacionalizar o Programa Ciência sem Fronteiras que trouxe para o cotidiano institucional uma nova temática: a internacionalização. O presente artigo tem por objetivo analisar os dados quantitativos compilados pelo diagnóstico realizado pela Secretaria de Educação Profissional e Tecnológica do Ministério da Educação (SETEC/MEC) no ano de 2017, bem como ressaltar alguns aspectos relevantes desses indicadores frente às abordagens teóricas que contribuem com a temática da internacionalização no Brasil e no mundo. O levantamento coordenado pela SETEC ouviu os responsáveis pela internacionalização nas instituições da Rede Federal e recolheu informações sobre mobilidade acadêmica, acordos e projetos estabelecidos por elas. Pode-se, a partir dessa análise, perceber que a Rede Federal vem realizando esforços para se inserir na agenda de discussão mundial sobre internacionalização, os quais se refletem no número de alunos e servidores em mobilidade e nas parcerias estabelecidas, embora o detalhamento dos dados constantes desse documento seja necessário para que possamos entender o lugar da internacionalização no estágio de desenvolvimento institucional.
