Democratization and financing of vocational education: a stimulating experience

Resumo: This is a study case on an experience of vocational/technical education mostly financed by industrial employers in an area where misqualified personnel were a serious problem. In the first research (1990), technical schools were consolidated, although facing financial difficulty to make investments, and also to keep low tuitions for students interested in technical jobs instead of those interested in higher education. The second research (2005) results showed that the schools had overcome a serious crisis, and that they had also expanded and adopted more rigorous management. In 15 years, the industrial sector has adopted much more capital-intense technologies, having as a result, more qualified and less numerous employees. To answer this new demand and assuring more financial autonomy, the organization established a high school and a school of engineering. Besides sale services, the most recent units contribute to fund the technical schools by a kind of Robin Hood effect.

Besides sale services, the most recent units contribute to fund the technical schools by a kind of Robin Hood effect. Este es un estudio de caso sobre una experiencia de financiamiento de la educacion vocacional/tecnica por empresas en una region pionera donde la escasez de mano de obra calificada era un serio embotellamiento. En el primer estudio (1990) la escuela tecnica estaba consolidada, aunque enfrentaba dificultades financieras para investir y al mismo tiempo mantener bajos los costos para los estudiantes efectivamente interesados en empleos de nivel tecnico, en lugar de aquellos que miraban los estudios superiores. En el segundo estudio (2005) los datos revelaron que la organizacion habia superado una grave crisis, asi como, en consecuencia, habia adoptado una gestion mas rigurosa. En este periodo el sector industrial paso a utilizar tecnologias de capital intensivo, empleando menos personas, pero mas calificadas. En respuesta a estas demandas, bien como para asegurar mayor autonomia financiera, la organizacion educativa creo una escuela secundaria y una de ingenieria. Ademas de la venta de servicios, estas unidades mas recientes contribuyen para financiar la escuela tecnica por medio de una suerte de efecto Robin Hood. Este trabalho e um estudo de caso sobre uma experiencia de financiamento da educação profissional por empresas numa regiao onde a escassez de trabalhadores qualificados era um grande ponto de estrangulamento. Na primeira pesquisa (1990), a escola tecnica se encontrava consolidada, embora enfrentasse dificuldades financeiras para investir e, simultaneamente, manter baixos custos para os estudantes efetivamente interessados em empregos de nivel tecnico e nao no ingresso em cursos superiores. Na segunda pesquisa (2005), os dados revelaram que a organização havia superado uma grave crise, assim como, em conseqüencia, havia adotado uma gestao mais rigorosa. Neste periodo de 15 anos o setor industrial adotou tecnologias de ainda maior intensidade de capital, resultando em empregar menos pessoas, porem mais qualificadas. Para responder a estas demandas e assegurar maior autonomia financeira, a organização criou uma escola de ensino fundamental e medio e uma de engenharia. Alem da venda de servicos, estas unidades contribuem para financiar a escola tecnica, por meio de uma especie de efeito Robin Hood.   (*) Esta e a exploração de aspectos selecionados de pesquisa realizada para o UNEVOC-UNESCO.
