Socioemotional Skills in Youth Education: Mechanisms of Coercion and Consent Facing the Transformations in the World of Work and the Social Conflicts in Brazil

Resumo: The investigation aimed at understanding the socio-emotional competencies in policies for youth education in facing the transformations in the world of work and the social conflicts in Brazil. It is based on the method of historical-dialectical materialism and seeks to understand the multiple determinations of the problem in terms of structure and superstructure. The article presents the debate on the influence of international organizations on educational reforms and the connections to the world of work. It confronts the fundamentals of socio-emotional competencies through the analysis of the history of policy implementation in the United States. It analyzes the competencies in the high school reform, the BNCC, and its implementation in civic-military schools. Finally, it situates socio-emotional competencies in the context of social conflicts in Brazil and the future perspectives. It concludes that the promotion of socio-emotional competencies presents a tendency of repressive/coercive character that should not be ignored, especially in the scenario of deepening the crisis and intensifying social conflicts.

Se basa en el método del materialismo histórico-dialéctico y busca comprender las múltiples determinaciones del problema en términos de estructura y superestructura. El artículo presenta el debate sobre la influencia de los organismos internacionales en las reformas educativas y las conexiones con el mundo del trabajo. Enfrenta los fundamentos de las competencias socioemocionales a través del análisis de la historia de la implementación de políticas en los Estados Unidos. Analiza las competencias en la reforma del bachillerato, el BNCC, y su implementación en las escuelas cívico-militares. Finalmente, sitúa las competencias socioemocionales en el contexto de los conflictos sociales en Brasil y las perspectivas de futuro. Concluye que la promoción de competencias socioemocionales presenta una tendencia de carácter represivo / coercitivo que no debe ser ignorada, especialmente en el escenario de profundización de la crisis e intensificación de los conflictos sociales.A investigação buscou compreender as competências socioemocionais nas políticas para a formação da juventude frente às transformações no mundo do trabalho e os conflitos sociais no Brasil. A partir do método do materialismo histórico-dialético, busca compreender as múltiplas determinações desta problemática no âmbito da estrutura e superestrutura.  Apresenta o debate sobre a influência dos organismos internacionais nas reformas educacionais e sua relação com o mundo do trabalho. Problematiza os fundamentos das competências socioemocionais a partir da análise do histórico da sua implementação nos Estados Unidos. Analisa as competências na reforma do ensino médio e BNCC e sua implementação no projeto das escolas cívico-militares. Por fim, situa as competências socioemocionais frente aos conflitos sociais no Brasil e as perspectivas futuras.
