Interference in the Appointments of the Federal Network of Public Education`s Rectors as a Practice of Subversion of Democracy

Resumo: Democracy crystallizes in state policies and institutions. In particular, the law from which the Federal Network of Public Education originated safeguards its democracy, through the inner value of education, the proposed humanistic curriculum, and the processes of the Rector’s election. In this sense, through a descriptive study, with a qualitative approach, we sought to reflect on the performance of the Executive Power, in the face of crucial moments for the maintenance of democracy in the institutions of the Federal Network of Public Education. The objective of this article is to verify the existence or indications of interference in the processes of choosing Rectors between the years 2018 and 2021. The study found as main evidence the use of a delay strategy for the nomination of an elected candidate and autocratic practices such as clientelism, lawfare, and the attempt of political rigging of education institutions. Em especial, as instituições da Rede Federal de Ensino Profissional e Tecnológico resguardam a democracia em sua lei de criação, através do valor imanente à educação, da sua proposta curricular integral e humanística e dos processos de eleição de seus gestores máximos. Nesse sentido, através de um estudo descritivo, de abordagem qualitativa, buscou-se refletir sobre a atuação do Poder Executivo em momentos cruciais para a manutenção da democracia das instituições dessa rede. O objetivo deste artigo é verificar a existência de indícios de interferência nos processos de escolha de reitores da rede federal de ensino entre os anos de 2018 e 2021. O estudo encontrou como principais indícios a utilização de uma temporalidade distinta da necessária para nomeação de um candidato eleito e práticas autocráticas como o clientelismo, a Lawfare e a tentativa de aparelhamento das instituições.
