PUBLIC ORAL HEALTH POLICIES IN BRAZIL OVER THE YEARS AND CHANGES IN HEALTH INDICATORS

Resumo: | Throughout history, public health policies had their evolution based on political-social and economic transformations. Regarding oral health, History shows that the evolution of such policies was specifically marked by exclusion and individuality, thus, knowing, understanding and discussing them is of paramount importance for understanding their effect on changes in health indicators. health. This research aimed to present the main actions and public policies related to oral health in Brazil in historical periods demarcated in a simplified way, namely: colonial, imperial and republican periods (old and new), also pointing out changes in health indicators oral. For this, a descriptive qualitative study was carried out based on a critical analysis of the literature. With this research it was possible to analyze and conclude that during the colonial period, health services were often provided by philanthropic institutions and in their absence, the population was assisted by healers, empirical bleeders and even by curious people. in the regulation of health and human resources activities by the crown. Throughout the republican period (old and new) the vast majority of public policies were based on exclusion and centralization of actions. An important milestone of the (new) republican period is the creation of the Smiling Brazil program, which has consolidated itself as a solid public policy responsible for promoting a significant transformation of Brazilian oral health indicators. a sector that has always carried over the years in its evolution the concern with profit, where the trademark is social neglect, which can be observed to this day in the mutilating actions practiced in the mouths and lives of countless Brazilians. |

En cuanto a la salud bucal, la Historia muestra que la evolución de tales políticas estuvo marcada específicamente por la exclusión y la individualidad, por lo que conocerlas, comprenderlas y discutirlas es de suma importancia para comprender su efecto sobre los cambios en los indicadores de salud. Esta investigación tuvo como objetivo presentar las principales acciones y políticas públicas relacionadas con la salud bucal en Brasil en períodos históricos demarcados de manera simplificada, a saber: período colonial, imperial y republicano (antiguo y nuevo), señalando también cambios en los indicadores de salud bucal. Para ello, se realizó un estudio cualitativo descriptivo basado en un análisis crítico de la literatura. Con esta investigación fue posible analizar y concluir que durante el período colonial, los servicios de salud eran a menudo proporcionados por instituciones filantrópicas y en su ausencia, la población era asistida por curanderos, sangrantes empíricos e incluso por curiosos. En la regulación de la salud y actividades de recursos humanos de la corona. A lo largo del período republicano (antiguo y nuevo) la gran mayoría de las políticas públicas se basaron en la exclusión y centralización de acciones. Ao que tange a saúde bucal a História mostra que, a evolução de tais políticas especificamente foi marcada pela exclusão e individualidade, deste modo, conhecer, entender e discuti-las é de suma importância para compreensão do efeito das mesmas sobre as mudanças nos indicadores de saúde. Esta pesquisa teve por objetivo apresentar as principais ações e políticas públicas relacionadas à saúde bucal no Brasil em períodos históricos demarcados temporalmente de maneira simplificada, sendo eles: período colonial, imperial e republicano (velho e novo), apontando também as mudanças nos indicadores de saúde bucal. Para isto, realizou-se um estudo qualitativo descritivo a partir de uma análise crítica da literatura. Com esta pesquisa foi possível analisar e concluir que durante o período colonial os serviços em saúde eram prestados muitas vezes por instituições filantrópicas e na ausência delas a população ficava assistida por curandeiros, sangradores empíricos e até por curiosos, já no período Imperial as principais ações firmavam-se na regulamentação das atividades em saúde e de recursos humanos pela coroa. Ao longo do período republicano (velho e novo) as políticas públicas em sua grande maioria pautaram-se na exclusão e centralização das ações.
