Resumo: Public service regulation in Brazil is yet a process in the phase of structure and apprenticeship. Its mains concepts, until recently, were restricted to the extent of some academics subjects, besides being nearly unknown of the totality of the politicians and technicians involved with the question nowadays. Yet, it´s possible to evidence, by theirs declarations, that some national public figure of the country still ignore the concept of public service regulation and/or the theoretical and legal environment in witch the matter is overwhelmed. In the authors understanding, that means to be the initial embarrassment faced, towards the performance of public service regulation in Brazil.

Seus principais conceitos, até recentemente, estiveram restritos ao âmbito de algumas disciplinas acadêmicas e eram desconhecidos pela quase totalidade dos técnicos e políticos que atualmente se envolvem com a questão. Ainda hoje, é possível constatar, por suas declarações, que algumas expressivas personalidades públicas do país desconhecem o conceito de regulação de serviços públicos e/ou o arcabouço teórico e legal em que a questão se insere.
