The dialectic about public policies for Brazilian education: the application to technological education and the devaluation of teaching in the context of information skills

Resumo: | That the new technologies, as a result of the globalization of the economy and the digital globalization, require dialogical processes, based on facts and focused on results and debate, is what dialectics says. Therefore, this study aims to understand public policies, in their broadest sense, that go beyond the partisan and representative issue of political groups and aims to think about public policies x new technologies, with their dialogical processes, to fulfill the goals imposed by the legislation (law 13.005/2014). The article also emphasizes the understanding of the application of governance guidelines in Brazilian education, with the objective of focusing on the possibilities and needs that the education of this century depends on, in addition to observing the application of such guidelines aimed at technological education, which has been accentuating in the social practices of contemporaneity, either in the aspects that involve digital governance, as well as in the provision of services, aimed at education. The research extends to emphasize the needs of implementing e-governance supported by the informational and digital competencies necessary for a population still lacking access to Information and Communication Technologies, literacy skills, which emerge in the context of Brazilian education, with greater evidence in the period of global health emergency in which the reflections are still lived. In this field, science becomes an ally in the search for solutions for full social coexistence. |

Para tanto, este estudo objetiva compreender as políticas públicas, no seu sentido mais amplo, que ultrapassem a questão partidária e representativa de grupos políticos e objetiva pensar as políticas públicas x novas tecnologias, com os seus processos dialógicos, para cumprimento das metas impostas pela legislação (lei 13.005/2014). O artigo enfatiza ainda a compreensão da aplicação de diretrizes de governança na educação brasileira, com o objetivo de focar nas possibilidades e necessidades que a educação deste século depende, além de observar a aplicação de tais diretrizes voltadas ao ensino tecnológico, que vem se acentuando nas práticas sociais da contemporaneidade, seja nos aspectos que envolvem a governança digital, quanto na prestação de serviços, voltados à educação. A pesquisa estende-se a enfatizar as necessidades de implementação da e-governance respaldada as competências informacionais e digitais necessárias a uma população ainda carente de acesso às Tecnologias da Informação e da Comunicação, habilidades do letramento, que surgem no âmbito da educação brasileira, com maior evidência no período de emergência em saúde global no qual ainda se vive os reflexos.
