Resumo: These theoretical considerations underpin a project of case study research which seeks to characterize, demonstrate and analyze both the performance of the administrative councils called for with the implementation of the Brazilian public policy known as the Social Organizations Project and the impact of the decisions of these councils on the strategic management of social organizations. The importance of the research project derives from the fact that, until the present moment, there have been no empirical studies carried out on this subject. The theoretical perspective which supports the analysis is that of the New Public Administration and of social theories which discuss participation, in particular those aspects which touch on questions dealing with participation in decision processes and related to governance in the sphere of action both of the State and of social organizations.

The theoretical perspective which supports the analysis is that of the New Public Administration and of social theories which discuss participation, in particular those aspects which touch on questions dealing with participation in decision processes and related to governance in the sphere of action both of the State and of social organizations.Os apontamentos teóricos elaborados neste artigo subsidiam uma pesquisa empírica baseada em estudo de caso, por meio do qual se pretende qualificar, demonstrar e analisar o desempenho dos conselhos de administração previstos na implementação da política pública explicitada pelo Projeto Organizações Sociais e o impacto de suas decisões na administração estratégica das organizações-objeto. A importância da pesquisa advém do fato de que até o presente não existem estudos empíricos sobre o tema.
