PUBLIC POLICIES RELATED TO DOGS AND CATS IN FEDERAL DISTRICT (BRAZIL)

Resumo: | Brazil has the second largest population of dogs, cats and song and ornamental birds in the world, being the third largest country in terms of total population of pets. In the Federal District there are approximately 1.5 million animals that are part of the multispecies family (new family conformation). Considering that Public Policy plays a central role in people's lives as it becomes one of the important factors for the well-being of societies, it is relevant to identify public initiatives related to multi-species family animals, especially dogs and cats, in the District Federal. This study has a methodology based on the evaluation and integration of information available in the Brazilian legal system and its correlations with Animal Rights. Thus, the research has an exploratory purpose and is classified, according to the data source, as a bibliographic research. It was identified, based on federal legislation and also on specific norms of the Federal District, the initiatives of “ParCão”, “Castramóvel”, Public Veterinary Hospital, Zoonoses Center, as well as the existence of relevant actions of Civil Police and Military Police. Within the structure of the Federal District Government, in the Secretariat for the Environment, the Interinstitutional Committee for the District Policy for Animals was created, an important instance in the production of Public Policies on the animal issue. The Executive Branch has been active in Public Policies with regard to population control and free care for dogs and cats, as well as in the activities of the Center for Zoonoses of the Federal District. Finally, it is expected a continuity of existing Public Policies, as well as their expansion to other species or institution of new proposals contemplating in addition to dogs and cats, because, ultimately, public initiatives for animals are configured as an important instrument for protection of the integrity and dignity of non-human animals. |

No Distrito Federal há aproximadamente 1,5 milhão de animais integrando a família multiespécie (nova conformação familiar). Considerando que as Políticas Públicas ocupam parte central na vida das pessoas conforme se torna um dos fatores importantes para o bem-estar das sociedades, torna-se relevante identificar as iniciativas públicas relacionadas aos animais membros da família multiespécie, especialmente cães e gatos, no Distrito Federal. O presente estudo possui metodologia baseada na avaliação e integração de informações disponíveis no ordenamento jurídico pátrio e suas correlações com o Direito Animal. Dessa forma, a pesquisa possui intuito exploratório e classifica-se, segundo a fonte de dados, como pesquisa bibliográfica. Identificou-se, lastreadas na legislação federal e também nas normas específicas do Distrito Federal, as iniciativas do ParCão, Castramóvel, Hospital Veterinário Público, Centro de Zoonoses, assim como existência das relevantes ações da Polícia Civil e da Polícia Militar. Na estrutura do Governo do Distrito Federal, na Secretaria do Meio Ambiente, foi instituído o Comitê Interinstitucional da Política Distrital para os Animais, importante instância na produção de Políticas Públicas na questão animal. O Poder Executivo tem se mostrado atuante em Políticas Públicas no que tange ao controle populacional e ao atendimento gratuito de cães e gatos, assim como nas atividades do Centro de Zoonoses do Distrito Federal.
