SOCIAL INDICATORS AND PUBLIC POLICIES FOR DISABLED PERSONS ACCESSIBILITY

Resumo: Social indicators are an essential raw material in the field of drafting, implementing and evaluating public policies, and are considered the beacons of programs that enable the fulfillment of fundamental rights. The article has as its object the social indicators and their importance as subsidies in the elaboration of public policies that aim at the realization of rights, in particular, of people with disabilities. The general objective is to demonstrate whether social indicators are used as instruments for the design, implementation and evaluation of public policies, especially those related to the accessibility of people with disabilities. The identification and elimination of barriers - physical and social, making the accessibility of people with disabilities especially effective, will only be possible with public policies based on specific social indicators. It was found that the specific social indicators on disabled people in Brazil practically do not exist, since currently disabled people are counted in a generic way, thus creating only broad statistics that do not identify all physical and social barriers, much less a detailing of the real demands involving people with disabilities in Brazil. Therefore, if there are no indicators determining social demands, public resources that could be better allocated may be lost in the wrong public policies and without any effective results. As for the methodology, a qualitative as well as a descriptive and prescriptive approach was used, using the hypothetical deductive method and the bibliographic and documentary research techniques.

O artigo tem como objeto os indicadores sociais e a sua importância como subsí­dios na elaboração das polí­ticas públicas que visam a efetivação de direitos, em especial, das pessoas com deficiência. O objetivo geral é demonstrar se os indicadores sociais são utilizados como instrumentos para a elaboração, implementação e avaliação de polí­ticas públicas, especialmente as relativas a acessibilidade de pessoas com deficiência. A identificação e a eliminação das barreiras - fí­sicas e sociais, efetivando especialmente a acessibilidade da pessoa com deficiência, somente será possí­vel com polí­ticas públicas baseadas em indicadores sociais especí­ficos. Constatou-se que os indicadores sociais especí­ficos sobre deficientes no Brasil praticamente inexistem, visto que atualmente os deficientes são contados de forma genérica, criando assim apenas estatí­sticas amplas e que não identificam todas as barreiras fí­sicas e sociais, muito menos um detalhamento das reais demandas envolvendo as pessoas com deficiência no Brasil. Portanto, se inexistem indicadores determinando as demandas sociais, recursos públicos que poderiam estar sendo melhor destinados, podem estar se perdendo em polí­ticas públicas equivocadas e sem nenhum resultado efetivo.
