The Good Neighbor Policy in the pages of Foreign Affairs magazine (1941-1946)

Resumo: Abstract: from 1941, the administration of Franklin D. Roosevelt (FDR) (1933-1945) developed the Good Neighbor Policy (PBV), which began to guide the foreign policy of the United States of America (USA) for Latin America and the Caribbean (LAC). With the economic objective of responding to the 1929 crisis and growing support for Nazism, the White House, through the PBV, replaced direct US interventions in LAC with indirect intervention practices. This article aims to analyze the repercussion of the PBV in the papers of the first and leading magazine to dedicate itself exclusively to international relations in the USA: Foreign Affairs. It adopts a methodological approach that develops a critical analysis of Foreign Affairs magazine, considering the relationship between the external elements of text production and their hermeneutics. As a result of the research, the article argues that the PBV promoted the international and the construction of elements of appreciation of the American culture and, on the other hand, portrays Latin Americans with stereotypes and asymmetrical clichés, objective and general.

Roosevelt (FDR) (1933-1945) desenvolveu a Política da Boa Vizinhança (PBV), que passou a pautar a política externa dos Estados Unidos da América (EUA) para a América Latina e o Caribe (ALC) de forma significativa. Com o objetivo de oferecer resposta à crise econômica de 1929 e ao crescimento do apoio ao nazifascismo, a Casa Branca, por meio da PBV, substituiu as intervenções diretas dos EUA na ALC por práticas sofisticadas de intervenção indireta. Este artigo tem como objetivo analisar a repercussão da PBV nos textos da primeira e principal revista a se dedicar exclusivamente às relações internacionais nos EUA: Foreign Affairs. Para isso, adota uma abordagem metodológica que articula processos históricos, conceitos e a interpretação dialética das fontes, considerando a relação entre os elementos externos de produção dos textos e sua hermenêutica.
