The PROBLEM OF POVERTY IN THE SHELTER ASSISTANCE CARRIED OUT AT THE INSTITUTIONAL WELFARE SERVICES FOR CHILDREN AND ADOLESCENTS AND THE CHALLENGES TO THE PSYCHOLOGIST’S DEEDS

Resumo: This article analyzes the relationship between poverty and the reasons for the reception of children and adolescents registered by Institutional Reception Services for Children and Adolescents (SAICA). To this end, the data presented by two researches were analyzed: O direito à convivência familiar e comunitária: os abrigos para crianças e adolescentes no Brasil, published in 2004, and Levantamento nacional de crianças e adolescentes em serviços de acolhimento institucional, published in 2013. The comparison of these investigations shows opposite paths: while the first considers that poverty contributes to various reasons for institutional reception, among them, family negligence; in the latter, poverty is not significantly considered, mainly in cases of negligence and abandonment. Thus, the latter holds exclusive responsibility for families, while at the same time attenuating the role of the State in the production of poverty. This scenario brings challenges for the work of the psychologist and reinforces the importance of an action involved with social and political aspects. Para ello, se analizaron los datos presentados por dos investigaciones: O direito à convivência familiar e comunitária: os abrigos para crianças e adolescentes no Brasil, publicado en 2004, y Levantamento nacional de crianças e adolescentes em serviços de acolhimento institucional, publicado en 2013. La comparación de estas investigaciones muestra caminos opuestos: mientras que la primera considera que la pobreza contribuye a diversos motivos de acogida institucional, entre ellos, la negligencia familiar; en la última, la pobreza no es significativamente considerada, principalmente en los casos de negligencia y abandono. Así, esta última responsabiliza exclusivamente a las familias, a la vez que atenúa la función del Estado en la producción de la pobreza. Este escenario trae desafíos para el trabajo del psicólogo y refuerza la importancia de una actuación implicada con aspectos sociales y políticos. Para isso, foram analisados dados apresentados por duas pesquisas: O direito à convivência familiar e comunitária: os abrigos para crianças e adolescentes no Brasil, publicado em 2004, e Levantamento nacional de crianças e adolescentes em serviços de acolhimento institucional, publicado em 2013. A comparação dessas pesquisas mostra caminhos opostos: enquanto a primeira considera que a pobreza contribui para diversos motivos de acolhimento institucional, dentre eles, a negligência familiar, na última, a pobreza não é significativamente considerada, principalmente nos casos de negligência e abandono. Assim, responsabiliza exclusivamente as famílias ao mesmo tempo que atenua a função do Estado na produção da pobreza. Este cenário traz desafios para o trabalho do psicólogo e reforça a importância de uma atuação implicada com aspectos sociais e políticos.
