New actors in educational policies: The Public Prosecutor's Office and The Court of Audit

Resumo: | The article examines the role of the Public Prosecution Service and the Court of Auditors of the state of Rio Grande do Sul in the national policy of early childhood education, especially regarding the expansion of enrollments in public schools. The analytical axes, researched through documents and interviews with prosecutors, auditors, and public managers, contemplate the characteristics of their performance, the institutional changes and the interaction between both institutions. The results show that those are more than simple monitoring agencies, because they influence directly the public policies of early childhood education, acting like co-managers (Hoffmann and Bentes 2008) or fixers (Bardach 1977; Sabatier and Mazmanian 1993; Weimer e Vining 2017) of its implementation in the municipalities. It was also found that these accountability institutions have taken on new roles in the area of education since the 2000s, within an incremental development path (Mahoney e Thelen 2009), marked by a variety of actions that included inter institutional cooperation. |

Los ejes de análisis, investi¬gados mediante la consulta de documentos y la realización de entrevistas con fiscales, auditores y gerentes municipales, contemplaron las características de su desempeño, los cambios organizacionales y la interacción entre los organismos de control externo. Los resultados demuestran que estos organismos no son solo supervisores, ya que influyen directamente en las políticas de educación de la primera infancia, como co-administradores (Hoffmann y Bentes 2008) o fixers (Bardach 1977; Sabatier y Mazmanian 1993; Weimer y Vining, 2017) de la implementación por parte de los municipios. También se descubrió que estas instituciones han asumido nuevos roles en el área de la educación desde la década de 2000, dentro de una trayectoria de desar-rollo incremental (Mahoney e Thelen, 2009) marcada por una variedad de acciones, incluida la cooperación interinstitucional.O artigo examina a atuação do Ministério Público e do Tribunal de Contas do estado do Rio Grande do Sul no âmbito da política nacional de educação infantil, especialmente quanto à ampliação de vagas em escolas públicas. Os eixos de análise, pesquisados por meio de consulta em documentos e de realização de entrevistas com promotores públicos, auditores e gestores municipais, contemplaram as características de sua atuação, as alterações organizacionais e a interação entre os órgãos de controle externo. Os resultados demonstram que esses órgãos não são apenas fiscalizadores, pois influenciam diretamente as políticas de educação infantil, como co-administradores (Hoffmann e Bentes 2008) ou fixers (Bardach 1977; Sabatier e Mazmanian 1993; Weimere Vining 2017) de sua implementação pelos municípios.
