Human rights education in Brazil: context, process development, achievements and limits

Resumo: The human rights education (EDH) has been advancing in the last decades in many countries, following international guidelines for the area. The National Action Plan for Human Rights Education (PNEDH, 2003) which is a set of actions in formal education which was developed in Brazil. In 2010 the Department of Continuing Education, Literacy and Diversity of MEC and the Human Rights Secretariat of the Presidency supported the State Education Department in developing action plans for human rights education. The analysis of this reality and monitoring of the proposed actions are critical to the expansion and/or reorientation of this project in order to contribute to the EDH as if IT institutionalizes public policy. This article discusses the advances and limitations of EDH in Brazil, from context as well as its development process, based on the literature, documentary analysis of PNEDH as well as the Action Plans.

No Brasil, a partir do Plano Nacional de Educação em Direitos Humanos (PNEDH, 2003) um conjunto de ações no ensino formal foi sendo desenvolvido. Em 2010 a Secretaria de Educação Continuada, Alfabetização e Diversidade do MEC e a Secretaria de Direitos Humanos da Presidência da República apoiaram as Secretarias Estaduais de Educação no desenvolvimento de Planos de Ação de Educação em Direitos Humanos. A análise dessa realidade e o acompanhamento das ações propostas são fundamentais para a ampliação e/ou reorientação desse trabalho, de forma a contribuir para que a EDH se institucionalize enquanto política pública.
