Honorary orders and semi presidentialism: the Order of Freedom and the Presidents of the Portuguese Republic (1976-2017)

Resumo: This article analyses the way in which the Presidents of the Portuguese Republic have been using the Order of Freedom, an honorific order created after the break down of the dictator ship to honor those who fought for freedom and democracy, based on the 501 decorations awarded between 1977 and July 2017. The question that this article ask sis: Is the Order of Freedom used as a political reward or merely symbolically? The results show that the symbolic dimension prevails but the analysis of the profile of the decorated and of the presidential mandates reveals patterns that do not allow us to abandon the hypothesis of the instrumentalization of the order.

La pregunta a la que se propone responder es la siguiente: ¿La OL es usada por los PR como recompensa política o de forma meramente simbólica? Los resultados muestran que la dimensión prevalece, pero el análisis del perfil de los condecorados y de los mandatos presidenciales revela patrones que no permiten abandonar totalmente la hipótesis de la instrumentalización del orden.Este artigo analisa a forma como os Presidentes da República Portuguesa (PR) têm usado o estatuto de grão-mestres da Ordem da Liberdade (OL), uma ordem honorífica criada com o fim da ditadura para homenagear quem lutou pela liberdade e pela democracia, com base nas 501 condecorações atribuídas entre 1977 e 2017. A pergunta a que o artigo se propõe responder é a seguinte: Será que a OL é usada pelos PR como recompensa política ou de forma meramente simbólica?
