Resumo: | The paper analyzes the political discourses surrounding the implications of the extraordinary powers and states of siege present in the Chilean 1833 Constitution. The research seeks to highlight the tension that emerges between classical republican and liberal thoughts from the justification of “emergency powers” outlined in the 1833 constitutional order. In this respect, the political and ideological debate that erupted in Chile’s public sphere in 1839 by virtue of the implications of the special powers” implemented during the war between Chile and the Peruvian-Bolivian Confederation will be examined. The hypothesis is that from this public debate, it is possible to observe the deployment of classic Liberal Republican political discourse that discusses constitutional effects of extraordinary powers under exceptional circumstances. The materials used to rebuild these political speeches are contemporary press and parliamentary motions. |

Editora da PUCRS - ediPUCRS2016-02-11info:eu-repo/semantics/articleinfo:eu-repo/semantics/publishedVersionapplication/pdfhttps://revistaseletronicas.pucrs.br/index.php/iberoamericana/article/view/2167610.15448/1980-864X.2016.1.21676Estudos Ibero-Americanos; Vol. 42 No. 1 (2016): Dossier - Conservative Political Thinking and Practices in the 20th century.; 255-282Estudos Ibero-Americanos; Vol. 42 Núm. 1 (2016): Dosier - Pensamientos y Practicas Políticas Conservadoras en el siglo XX; 255-282Estudos Ibero-Americanos; v. 42 n. 1 (2016): Dossiê - Pensamentos e Práticas Políticas Conservadoras no Século XX; 255-2821980-864X0101-406410.15448/1980-864X.2016.1reponame:Estudos Ibero-Americanosinstname:Pontifícia Universidade Católica do Rio Grande do Sul (PUCRS)instacron:PUC_RSspahttps://revistaseletronicas.pucrs.br/index.php/iberoamericana/article/view/21676/14326Copyright (c) 2016 Juan Carlos Arellanoinfo:eu-repo/semantics/openAccessArellano, Juan Carlos2017-04-12T12:52:07Zoai:ojs.revistaseletronicas.pucrs.br:article/21676Revistahttps://revistaseletronicas.pucrs.br/index.php/iberoamericanaPRIhttps://revistaseletronicas.pucrs.br/index.php/iberoamericana/oaieditora.periodicos@pucrs.br||eia@pucrs.br1980-864X0101-4064opendoar:2017-04-12T12:52:07Estudos Ibero-Americanos - Pontifícia Universidade Católica do Rio Grande do Sul (PUCRS)false |
