Resumo: This paper analyzes the Social Contributions to Social Security in Brazil. The characteristics of the contributory system and Social Security contributions will be exposed. This article aims to analyze the sources of Social Security costing in Brazil and to reach the conclusion of the proposed problem, identifying the compulsory contributory / salary character and the mitigated retributive character. This is qualitative-quantitative research, in which the deductive method was used, with the citation of taxpayers and technicians from the tax and social security area. Bibliographic material was used to help in understanding the proposed theme, and the result of which revealed that the contributory / salary character is in fact contributory and salary contributory mitigated, considering that the retribution is not automatic, and certain requirements are required for the occurrence of the effective retribution.

Serão expostas as características do sistema contributivo e das contribuições sociais da Seguridade Social. Este artigo tem por objetivo analisar as fontes de custeio da Seguridade Social no Brasil e, alcançar à conclusão do problema proposto, identificando o caráter contributivo/retributivo compulsório e o caráter retributivo mitigado. Trata-se de pesquisa quali-quantitativa, na qual se empregou o método dedutivo, com a citação de doutrinadores e técnicos da área tributária e previdenciária.
