Tragédia e relações internacionais : loucura e extinção nos dispositivos de segurança internacional e seus efeitos de verdade no Onze de setembro (1910-2001)

Resumo: | Taking as a reference some readings and interpretations of Michel Foucault's works and using some of his categories of analysis, we intend to analyze the conditions of possibility of the veiling of terrorism as an issue in International Relations (IR) between 1910 and 2001. We depart from the empirical conclusion that terrorism was not problematized in the main works of IR. Only after the 9/11 attacks terrorism was seriously and thoroughly incorporated as an issue in IR. We argue that the veiling of terrorism in IR was due, in part, to the political need to relate international security (IS) to tragedy so as to legitimize and sustain relations of domination between states and populations. We sustain that discourses of tragedy are constitutive of IS in IR to the extent that only tragedy is able to legitimize actions of exception by states. The argument is presented dividing the history of IR in two main security dispositifs: the Total War dispositif (1910-1945) and the Cold War dispositif (1945-2001). Each of them constitutes and is constituted by a network of discourses, practices and institutions that sustain particular perspectives of rational political action, presenting war first, between 1910-1945, as madness, and then, between 1945-2001, as the possibility of extinction.Each of this two operatives of IS (madness and extinction) was articulated in regimes of truth that determined what could and could not be said or thought as IS in IR. Tragedy was operated in both dispositifs and functioned as a condition of possibility of IS imagination. Once civilizational and human tragedy was the main risk of security, terrorism could not be articulated in discourses in regimes of truth that took tragedy as a reference – attacks to bars, restaurants or even airplanes are insufficient to the tragic imagination of IS. We argue, still, that those discourses of tragedy put into work a series of practices, discourses and institutions that, to a great extent, made 9/11 possible – those being the effects of truth. The main objective of this research is to problematize the effects of a politics of truth in an academic discipline (IR) and how intellectual thought can function in security dispositifs so as to sustain and disseminate power relations. |

Parte-se da constatação empírica que o terrorismo não foi problematizado nas principais obras de RI no período. Apenas após os ataques de Onze de Setembro o terrorismo passou a ser séria e detidamente incorporado às analises de internacionalistas. Argumentamos que o velamento do terrorismo nas RI se deveu, em parte, à necessidade política de vincular a segurança internacional (SI) à tragédia de modo a legitimar e sustentar relações de dominação entre estados e populações. Sustentamos que discursos de tragédia são constitutivos da SI nas RI na medida em que apenas a tragédia é capaz de legitimar ações estatais de exceção. O argumento é apresentado dividindo-se a história das RI em dois grandes dispositivos de segurança: o dispositivo Guerra Total (1910 e 1945) e o dispositivo Guerra Fria (1945 e 2001). Cada um constitui e foi constituído por uma rede de discursos, práticas e instituições que sustentaram perspectivas particulares da ação política racional, apresentando a guerra, primeiro, entre 1910 e 1945, como loucura e, entre 1945 e 2001, como perigo de extinção.Cada um desses dois operadores da SI (a loucura e a extinção) foi articulado a partir de regimes de verdade particulares que determinaram o que podia e não podia ser dito no âmbito da segurança nas RI. A tragédia foi operada em ambos os dispositivos e funcionou como condição de possibilidade da imaginação de SI. Uma vez que a tragédia civilizacional e humana era o risco maior da segurança, o terrorismo não podia ser articulado em regimes de verdade que tomavam a tragédia como referência – a explosão de bares, restaurantes e até aeronaves são insuficientes à imaginação trágica da SI. Argumentamos, ainda, que os discursos de tragédia da SI nas RI colocaram em prática uma série de práticas, discursos e instituições que, em certa medida, proporcionaram o sucesso da operação do Onze de Setembro, sendo esses os efeitos daquelas verdades de segurança.
