In the middle of the XXI century, where the competitiveness is present in every sector of the life of a citizen , searching for solutions in order to improve all the development support systems is something constant. It's in this context that the cities want update and develop economically and the city planning. Many cities already count with this prosperity and fight every day for their constant improvement so that their light never goes off. Espinho, at this specific moment, isn't included in the examples above. It's a sleeping city with its progress stagnated. This task has the objective of analyzing and studying this issue in order to reach possible solutions to solve it. The city has felt a great growth and glory moment, but inexplicably from a certain period of time it started to lose its characteristics which made it become a pattern city in plain expansion. There are a lot of causes that led it to its rise and fall. Cities dreamt and designed with the preoccupation of serving the citizen's and, every person who everyday attends it, needs in all areas, is everything that was looked for before and even more nowadays. All of us want a beautiful, healthy and functional city that is able to serve us in every single sector. In order that a city grows, are necessary great ideas, endeavor to use those, safe and intelligent investments and collective will of its citizens.
