Genealogies of Human Rights Ideas in Timor-Leste: “Kultura”, Modernity, and Resistance

Resumo: The objective of this paper is to explore East Timorese understandings of human rights and to trace the historical and societal dynamics of construing ideas and behaviours concerning rights. This will be done by looking into local genealogies of rights concepts and the dialogue established between the 'globalised script of human rights' and East Timorese knowledges of rights. Based on group interviews with three different generations, this research concludes that certain rights are understood as the product of East Timorese people's agency set in a historical and social context, rather than the passive reception and adoption of the human rights script from international institutions.

Isto é realizado mediante a observação genealógica dos conceitos locais sobre direitos e o diálogo estabelecido entre “o roteiro globalizado dos direitos humanos” e os conhecimentos desenvolvidos no Timor Leste. Mediante entrevistas realizadas a sujeitos de três gerações diferentes, esta pesquisa conclui que certos direitos têm sido produto da agência desdobrada pelo povo timorense ao longo de seu contexto histórico e social, pelo que não se trata duma relação passiva de adopção e recepção do roteiro dos direitos humanos proveniente das instituições internacionais.Este artículo busca explorar las comprensiones timorenses sobre los derechos humanos y rastrear las dinámicas históricas y societales de las ideas y prácticas que los constituyen. Esto se realiza mediante la observación genealógica de los conceptos locales sobre derechos y el diálogo que se establece entre “el guion globalizado de los derechos humanos” y los conocimientos desarrollados en Timor Oriental.
