Contudo, nunca foi possível traduzir da teoria nenhuma alteração real à forma como elegemos os nossos representantes ao nível parlamentar, o que nos posiciona, nos termos da Comunidade Europeia, como um dos poucos países onde não existe qualquer tipo de liberdade de expressão eleitoral ou de personalização do voto. As consequências desta estagnação democrática têm vindo a agudizar-se ao mesmo tempo que se manifestam de uma forma cada vez mais evidente. A abstenção eleitoral bate recordes consecutivos. A população não é capaz, na sua maioria, de nomear os deputados que foram eleitos pela representação do seu círculo eleitoral. A Assembleia da República é o órgão de soberania com menos aprovação popular na Democracia portuguesa.Na certeza de que reformar o sistema eleitoral não é uma solução mágica para todos os problemas cívicos e políticos no nosso país, estamos em crer de que seria um contributo de elevado valor para a modernização democrática. Este seria um contributo incontornável na persecução da reaproximação entre as pessoas e os seus representantes, fomentando-se a consciência política e a participação eleitoral. Para isso é necessário elevar a valorização de cada um dos votos, reforçando o poder de decisão e manifestação que cada boletim representa. Uma mudança desta importância não poderá ser feita de ânimo leve. Para tal é necessário aprofundar o estudo das alternativas ao nosso sistema eleitoral e olhar para cada elemento de uma perspetiva holística, adaptada ao contexto português, nunca desconsiderando as lições e conclusões que podemos retirar do Direito Eleitoral comparado.The Electoral System for the Assembly of the Portuguese Republic has always been one of the main factors to rejuvenate and give a new direction to representative democracy in Portugal. However, it has never been possible to translate theory into any real change to the way we elect our representatives at parliamentary level, which positions us, in terms of the European Community, as one of the few countries where there is no freedom of electoral expression or vote personalization.The consequences of this democratic stagnation are becoming more acute and at the same time more and more evident. Voter abstention breaks consecutive records. The majority of the population is unable to nominate Members who have been elected by their electoral districts. The Assembly of the Republic is the organ of sovereignty with the least popular approval in Portuguese Democracy.In the certainty that reforming the electoral system is not a magic solution to all the civic and political problems in our country, we believe that it would be a valuable contribution to democratic modernization. This would be an essential contribution to the pursuit of a growing connection between people and their representatives, fostering political awareness and electoral participation. For this it is necessary to increase the value of each one of the votes, reinforcing the power of decision and manifestation that each ballot represents.A change of this importance cannot be made lightly.
