Resumo: This work reports on different Impact Noise Assessment (INA) studies done in Portugal regarding Highways Projects and develops an standardization of procedures to adopt in the future Environmental Impact Assessment (ElA) studies concerning Noise. This research is based in the ElA studies done by different design terms and ordered by the Portuguese National Road Administration Ministry of Equipment, Planning and Territorial Administration (JAE-MEPAT) since 1991, where five methodologies were defined. This investigation intends to evaluate the INA studies that have been done, the international and Portuguese Legislation and Standardization, the procedures and research project used in other countries. The main goal of this thesis is to define a document for design teams and authorities dealing with Impact Noise Assessment studies that allows procedures standardization in all the stages of the work. The main conclusions of this research project were: - From the critical and comparative analysis done to the ElA studies, five different working methods were defined and their failures detected; - A surveying of selected cases was done to evaluate the differences between the values presented by the design teams and the ones measured in the field; - The importance of the Noise Impact in animals was also studied. This is one area that was never account for in the ElA studies in Portugal. - Finally, the minimum requirements to be observed in the INA studies were settled and a new methodology defined to normalize all the related procedures.
