The global governance system protecting Human Rights: the case of Türkiye under the European Union and the Council of Europe

Resumo: Global protection of Human Rights aims to safeguard the dignity of the human being as such, in an intricate and complex network of International Organisations, States, and other agencies within an anarchic international system. One of the states whose democratic performance has concerned academics the most is the Republic of Türkiye, whose democratic erosion has been a virtually unanimous finding. This paper seeks to evaluate Türkiye’s compliance with Human Rights in 2017, and to compare it with 2007: this 10-year period of analysis will be able to grasp some knowledge on the role of global governance structures in their assessment and promotion. This reflection will be based on a literature review, in addition to the use of official documents such as the European Commission progress reports, Human Rights Watch annual reports, quantitative indicators of various international organizations and the statistics of the European Court of Human Rights. It aims to inductively infer conclusions about the evolution of compliance and respect for Human Rights in Türkiye and to correlate this performance with the course of democratic erosion and the international pressures the State has been going through.
